never satisfactory, but he was expert in the conduct of Foreign

Affairs and should therefore be useful in his new office".

Hu Han Min left Canton on June 21st, but before going,

he completed several financial transactions for which he has

since suffered much criticism. He paid out $500,000 to Chinese

abroad who had contributed grants to the Revolutionary War-Chest

in 1910 and 1911: he paid $40,000 "for breach of contract" to the

Hua Hsing Company, whose offer to purchase two old Government

Yamens, he had accepted without, it is alleged, consulting any

of his advisors: and finally he distributed among his five

private secretaries sums reported to amount altogether to $80,000 to enable them to study abroad. Ch'en Chiung-ming has

officially announced that there was no irregularity in the late

Tu Tu's refund of contributions to Chinese abroad, that a sum of $1,400,000 was actually owing to them, that the Treasurer at the orders of the Tu Tu had repaid $500,000 of this debt and that the balance would have to be paid back in due course as

opportunity permitted. Nevertheless the merchants both in Canton

and Hongkong, not to mention the Provincial Assembly, have

requested the Central Goverment to compel Hu himself to ex-

plain these transactions satisfactorily. Hu is at present

residing in Hongkong and has declared himself ready to explain any matter, which his detractors think requires clearing up.

Results on the Kuo Min Tang.

The most striking feature connected with the Kuo Min

Tang's attempt to subvert the President's authority is the

completemess with which they have submitted to his dictation.

For the time being the National Party does not exist in Canton. The General opinion in the City is that it will take years to regain, if it ever will regain, the position it held before Yuan made his coup. As regards individual members of the Govern- ment, the Treasurer and the Deputy Treasurer have anticipated dismissal by sending in their resignation, the former adding
